The Obudu Legislative Council has described as unfortunate and unacceptable the non-implementation of its Resolutions, prominent among them being the lease agreement between the Council and Whisper Garden for the management of the Liyel Imoke Civic Center in Obudu which has remained under utilized and dilapidated.
In one of its plenary sessions, the legislatures disclosed that the management of the Civic Center has been leased to Whisper Garden, a deal between the Executive and that company, but that the center has remained underutilized and in a dilapidated state and therefore resolved that the contract be terminated or reviewed.
The law-makers stressed that they cannot continue to sit and fold their hands when resolutions by the Council are not implemented and the council’s investments are wasted, maintaining that if the House resolutions are not implemented then the duty of the legislature is completely defeated.
The Council therefore resolved and called on the Executive arm of government to enforce the resolution of the Legislative Council on the management of the Civic Center.
In a related development, the manager of Liliker construction company in Obudu may have incurred the wrath of the lawmakers who are not happy with him for refusing to appear before them to answer allegations against the company.
The indiscriminate cutting of streets in Obudu Urban for pipe laying by the company without covering and dressing the opened portion is leaving the streets un-accessible and this has attracted the attention of the law makers.
The House Committee on Works had on the 11th September 2014 and 2nd of October, 2014 written letters of invitation to the manager who turned down the invitation.
The House then issued a summon to the manager on the 10th October, 2014 and the manager still did not appeared before the House.
Citing section 42, (i) b& (2) of the CRS Local Government Law 2007 as amended, the House expressed its dissatisfaction with the Manager’s show of disrespect for the law warning that they will not fail to invoke the relevant sections of the Local Government Law 2007 as amended which include issuing a warrant for the arrest of the manager.
Since the summon did not appear in the order paper for the day but in the vote of proceeding, a fresh letter was written to invite the manager to appear before the legislature after which a warrant will be issued if he fails to appear again.
