The Cross River State House of Assembly has passed the Social Protection and Investment Program Agency Bill 2025, as part of its commitment to improving the welfare of citizens.

The bill seeks to establish a legal framework for social welfare programs, ensuring their continuity, transparency, and effective implementation, particularly for the poor and vulnerable across the state.

According to the Chief Press Secretary to the Assembly Speaker, Matthew Okache, the Bill passage followed the consideration of a report by the Joint Committee on Women Affairs, Gender Development, Humanitarian, Social Welfare, and Commerce and Industry, presented by its Chairman, Hon. Mercy Mbang Akpama, representing Yakurr II State Constituency.

Presenting the report, Hon. Akpama explained that the proposed agency would facilitate equitable distribution of resources to vulnerable groups, including youths, women, children, petty traders, persons with disabilities, and the elderly.

She noted that the bill aims to institutionalize social investment programs such as cash transfers, school feeding, and livelihood support, while also creating opportunities for skills acquisition and economic empowerment.

According to her, the initiative aligns with global best practices and positions Cross River State as a potential leader in sub-national social protection.

Lawmakers who contributed to the debate supported the Bill, noting that it would open up innovative opportunities for youths and reduce unemployment.

The Speaker, Rt. Hon. Elvert Ayambem, commended the joint committee for its diligence and reaffirmed the 10th Assembly’s commitment to prioritizing citizens’ welfare in line with the “People’s First” agenda of Governor Bassey Otu.
