CALABAR: Woman Alleges Attempted Rape, Extortion By Assistant Police Commissioner

Mrs Kate Agbor, a resident of Calabar has written to the Commissioner of Police (CP) in Cross River state, Mr. Jimoh Ibrahim disclosing that an Assistant Commissioner of Police (ACP), Mr. Stephen Udeme Brown attempted to rape her.

This comes Barely a week after CP Ibrahim warned officers against conducts that will “soil” his name and that of the organisation.

Mrs Agbor, in a complaint letter dated August 3, 2020 and signed by her solicitor, James Ibor Esq said ACP Brown has also demanded bribes from her.

Mrs Agbor, in the letter sighted by CrossRiverWatch also accused the senior police official of “abuse of office.”

According to the letter, trouble began when Mrs Agbor’s som, Frederick Naku was accused of rape.

“It is our client’s brief that sometime ago, there was a neighborhood altercation which led to a malicious rape accusation against our client’s son, Mr. Frederick Naku. Flowing from the incident, an investigation was conducted in that regard and the matter transferred to the State Criminal Investigation and Intelligence Department (SCIID) Calabar, Cross River State, where ACP. Stephen Udeme Brown demanded that the matter be handled by him, personally,” the letter read.

“It is also our client’s brief that ACP. Stephen Udeme Brown, has made repeated demands for bribes in form of monetary payments from our client in a bid to secure the termination of the case against her son, a case in which investigations already show, was born out of malicious intent, baseless and without any merit whatsoever.

“On Saturday, August 1, 2020, the said ACP. Stephen Udeme Brown, invited our client to the Police Officers’ Mess in Calabar where he attempted to have sexual intercourse with our client, an event that was recorded by said client as proof of the unreasonable, unconscionable and unprofessional conduct of the said ACP. Stephen Udeme Brown, a police officer sworn to protect and uphold the tenets of law and order. Despite his improper conduct, the said ACP. Stephen Udeme Brown continues to demand financial gratification from our client and is unlikely to comport himself professionally in the course of this matter in the event that his demands are not complied with,” it added.

She urged the CP to investigate the matter, “and take appropriate action accordingly for the sake of justice, professionalism and the good name of the Police Force.”

CP Ibrahim reported for duty on Monday, July 27, 2020 where he read the riot to officers of the command.

My mission in the State is integrity and I am coming with integrity,” he said.

“I will not allow anybody to soil my name, so I am appealing to all officers and men to live above board. This is a new dawn, the era of extortion, the era of arbitrary arrest and unlawful detention is over, I will not tolerate it.

“I believe in accountability, officers and men are going to be accountable for every action they take, I believe in honesty, you must be honest with the people of Cross River State, you must be honest with your colleagues and you must be honest with the Commissioner of Police,” he added.

On Police civilian relationship, he averred that: “Should we make life difficult for them, God will not forgive us. Our service delivery must change.”
