The Cross River State House of Assembly on Tuesday, 29th September, 2026, commenced legislative consideration of the proposed constitutional amendment seeking to establish State Police Services across Nigeria.
The proposed amendment, titled “A Bill for an Act to Amend the Constitution of the Federal Republic of Nigeria, 1999, to Provide for the Establishment of State Police Services and for Related Matters in the 36 States of the Federation,” was transmitted to the 36 State Houses of Assembly by the National Assembly for consideration.
The proposed constitutional alteration seeks to provide a legal framework for the establishment of State Police Services while retaining the Nigeria Police Force as the Federal Police Service.
The documents transmitted by the National Assembly included the proposed Bill, votes and proceedings of both chambers, as well as other relevant documents relating to the proposed constitutional amendment.
During plenary, members of the Cross River State House of Assembly moved and seconded a motion for the correspondence from the National Assembly to be called, received and laid on the table.
The House subsequently approved the document as a working document for further legislative consideration.
Speaking during the sitting, the Speaker of the House, Rt. Hon. Elvert Ayambem, said the proposed amendment would be subjected to the normal legislative process, including consideration and debate, before the House takes a position.
The House thereafter conducted the First Reading of the Bill, marking the commencement of its formal legislative consideration in the state.
The proposal to establish State Police has been part of ongoing constitutional reform discussions in Nigeria, particularly amid debates over policing, security and the relationship between federal and state authorities.
