National Assembly Summons UNICAL Vice Chancellor The Third Time

By Patrick Obia and Etido Okon

It is a deja vu as the House of Representatives Committee on Public Petition of the National Assembly has again summoned the Vice Chancellor of the University of Calabar (UNICAL), Prof. Florence Obi over the institution’s 2019/2020 employees’ unpaid salaries petition.

In a hearing notice with petition No 505 of 2022 and signed by the Chairman of the committee, the lawmakers rely on sections 88 and 89 (C) of the 1999 Constitution (as amended), mandate the UNICAL boss to appear in person before the Committee on Thursday 2nd February 2023 at 2 pm.

The Committee warned that failure to appear, the House will determine the case on her behalf.

She is also directed to submit one (1) soft and ten (10) hard copies of her brief on the matter.

Recall that the National Assembly had in March 2022 summoned Prof. Florence.

Again, the Committee mandated her to appear on Thursday, 27 October 2022.

While speaking on the floor of the House at first summon, Obi stated that the 2019/2020 workers of the school had anomalies in their employment, but that she has been pulling all the strings within her reach to ensure that they are payrolled.

The summon reads: “Whereas the above-named petition is now pending before this Committee and the particulars of the petition aforesaid are already within your knowledge, And whereas, the petition has been assigned to be heard by the Committee for determination.

“You are hereby required to note Sections 88 and 89 (C) of our constitution (as amended) and appear in person before this Committee on Thursday 2nd day of February 2023 at 2:00 pm or so soon thereafter as the Committee shall direct: Please bear in mind the NCDC Protocols.

“Venue: HOUSE OF REPRESENTATIVES ROOM 429 (NEW WING). You are to Submit one (1) soft and ten (10) hard copies of your brief on the matter.

“And further take notice that if you do not attend the hearing as required, the case may be heard or determined in your absence.”
